And if you mean that, by making the game easier it will attract a lot of new gamers, or a new audience.. I don't think that's a good thing at all. But the "semi-permanent" aspect of it makes it sound far less damaging than it could stand to be.

Some fighters have health bars that, when you are attacked, leave a colored rectangle to indicate where your health began before the attack (usually yellow?) and then the red health bar slowly refills only that portion, *unless* you are attacked again before it refills, at which point the ability to regenerate your health beyond that mark would require something like a potion (in this case).
That would be cool. I hope that's what they are talking about. I want to know more though, because NG1 was such a finely tuned game that I'm worried that changing too much could break its balance.
On the other hand, the ability to stock up on health packs from the in game store made certain encounters easier if you knew what you were going to be facing.. so if they tone down the reliance on items to recharge your health, that could ultimately be a good thing all around.

What RAZ says sounds good to me. Maybe this recharging health addition will give them room to make the harder modes even harder. B)
All the small places they put in big enemies that makes the camera shit...especially near the end of NG were you go room to room in a castle to meet some sort of a lord demon.
