iPad 3 can't play videos 1080p 60fps

Hi all.I was wondering if any of you have the same problem?Can't play videos 1080p 60fps on my iPad 3.Even my ps4 can't run them properly,the sound cutting off.Any suggestions?Thanks

Have you tried switching between flash and html5 player?

Yes,I tried everything and nothing help.Even my ps4 can't handle the videos properly.But my phone Samsung s5 is fine.Is the iPad and ps4 too weak?
