Seriously though, being restrained by "realistic" human anatomy is kind of boring and is frowned upon in comic book art depiciting hero characters so why not videogame depicitng the same type of subject matter. Having said that, the concept drawing is pretty crappy, the proportions of the actual game character look better...
Anyway, I am sure that Platinum understand human proportions well enough and it's actually a carefully considered stylistic choice to bend the rules. For example in Vanquish the majority of characters have regular, semi realistic proportions...
