The "input lag" is not a technical issue. It was made on purpose for multiplayer. But I agree, it's annoying in singleplayer and should be fixed/removed for the singleplayer component.
Hayate should have been a DLC for NG3 RE just like how Kasumi got into Wii U as DLC. And if Hayashi cant do a simple thing like this, a spin off with Hayate is reaching beyond his stupid brain capacity lol
