In a way, you can always lower resolution or reduce visual effects, remove certain physics, but what kills you as a game developer is having to can/remove an entire feature/gameplay system because of hardware and technology limitations.
Xbox 360 was released in 2005 and PlayStation 3 was released in 2006. From a technology standpoint, the hardware and the technologies implemented in designing said hardware are obsolete.

In GTA 5's case, it was already in development long before the PS4 and XB1 were announced, but when one thinks of all the things that Rockstar added to the current gen versions, it's easy to see that if the game was developed from scratch with PS4 and XB1 in mind, it would have been able to do much more.
