Hideo Kojima announced Metal Gear Solid: Rising at Microsoft's E3 conference, a game which also will be released on PC and Playstation 3. Here's the render that was shown there.

Konami Digital Entertainment GmbH has announced Kojima Productions is working on a new Metal Gear Solid title, which will mark the series’ first simultaneous multi-format release. Entitled Metal Gear Solid: Rising, the game will be available for Xbox®360, PLAYSTATION®3 and PC-DVD.
The first Metal Gear Solid game in the series’ history to be released simultaneously on three platforms, Metal Gear Solid: Rising stars Raiden – one of the most popular characters within the MGS universe. Raiden made his debut as a playable character in Metal Gear Solid 2: Sons of Liberty for PlayStation®2, and appeared as a non-playable cyborg in Metal Gear Solid 4: Guns of the Patriots for PLAYSTATION®3.
“The Metal Gear Solid series has always pushed the bar with its cinematic visuals and entertaining story line,” commented Martin Schneider, European Marketing Director for Konami Digital Entertainment GmbH. “Now even more gamers can immerse themselves in the franchise and experience the groundbreaking series as Metal Gear Solid: Rising heads to the platform of their choice.”

I can't really remember how much of that back story ever got explained in MGS4 but I think it was left deliberately murky as it would seem to constitute the story of this game.
He lived with Rose a while before he went off to look for Sunny who was being held in Area 51. After rescuing Sunny, he joined up with an Anti-Patriots group, the Paradise Lost Army. From there, he left Sunny with Snake and Otacon and went to search for Big Boss' body which resulted in him getting captured and experimented on by the Patriots (testing out Exoskeleton Enhancement research on him). PLA helped him escape and because he was now a Cyborg and rid of nanomachines, he was able to retrieve Big Boss' body. Lastly, he studied scouting techniques with a Native American Shaman in Alaska while also learning to hunt.
From there, Big Mama asks him to help Snake and the rest is MGS4. I'd recommend checking out the database if you haven't already as that pretty much covers the entire series.
Watch as MGS Rising comes closer to completion and release, Kojima will say how he has a much larger role than he intended or probably even taken over on the directing. History shows Kojima can't stay away from MGS, especially major MGS console titles.
Hell no, the gameplay is what I enjoy most about the series, the story is just too long winded and overbearing most of the time for me to catch it all (see above). Anyway, I think this game is almost certain to be much more action based with Raiden as the main protagonist.
