They should've done what R* did with GTAV, but then again R* probably had the next gen build ready from the start. And didn't release it on PC in 2013 just because.
sorry but if were talking about comparing the leap between the psp version of this game and the HD remaster, compared to what R* accomplished with the HD remaster of GTAV then this wins hands down. Look at the lighting for gods sake! This is not a REMAKE it is a remaster, the video demonstrates just how big a leap they have made.

How could you miss the huge improvements to the lighting, draw distance, environmental & particle effects, A.I. variety & population, water, hell even many of the sound effects are better! There is plenty more to like about GTA V's port than just better textures & resolution...!
I mean of course it's still a port of a game built & designed for older platforms. Developers are hardly going to be rebuilding the game from scratch on a new engine for next-gen... But it still looks fantastic, even in comparison to some true next-gen titles.
And I really don't understand you last comment about 1st person. You just pooh-pooh it because it's not "next-gen"?... what ever that even means...

It's the overall look of it. It still looks like the previous gen versions, the difference being: Draw distance = increase lod value in config to match cpu, gpu & ram capabilities, particle effects = increase value, environmental effects = increase value, population = increase value, nothing to be proud of, that's like tweaking your crysis config and saying: Look here ! I dramatically improved Crysis, those idiots at Crytek couldn't figure it out. The only thing I can really agree on is water, which looks superb (improved shader + polycount). The rest is due to less texture compression and a higher resolution, but ultimately nowhere near the nextgen feel you get out of a infamous 2nd son for example. But i don't care about it anyway, it's GTA' so it's even a good thing that it doesn't look like 2nd son.
