While PC gamers are still eargerly waiting for Ubisoft to patch Watch_Dogs, a modder decided to try to give the game its E3 2012 visuals by tweaking a bunch of things which had not been activated in the original files and by adding things as well. Here is a short video we made using the mod so you can see what it's all about.

Can't give you a depth technical analysis, but from someone who watched all the videos of WD on Gamersyde, the game looks way better than the PC videos. It's really on the level of the E3 2012 Demo.
Also, the modder discovered some files pertaining to animations, so for example, that "hands up" animation from aiden before he does the blackout is one of them.

I hate those ("next gen", lol) flat 2D textures (e.g. the cobble stone streets)
Still a bit better than out-of-the-box Ultra graphics, if you can stand the bugs.

TheWorse, the user who created this MOD, did MODIFY the code of the game, plus he also added NEW features, therefore, this is a MOD, a MODification of the vanilla game (original state of a game). Basically, something different than what is in the retail box or what you download.
Hope that clarifies it.
It makes it a little more difficult to give Ubisoft your money.
