Hinorobu Sakaguchi was at the GDC yesterday to present some of his works, and of course had a preview of the localized version of Blue Dragon to show during his presentation. This version is now planned for an August release in the US, with no firm date for us europeans so far. And the good news is that we will get a choice between japanese and english voices!
Update: Some site report a September release for Europe, but as far as I can tell there is nothing official. Also it seems that the european version will not have the japanese voices because of the different localizations for the numerous countries. Joy.

It's not likely that the US version will be region free, the Japanese one wasn't.
Nice choice of screens and there doesn't appear to be as many artifacts as were in the original screens that use to release for the game and its not as washed out. Even better they are tweaking the performance and the general look of the game.
I have yet to get a console game not in English... why should be always be punished for this.

If there's one thing blu-ray beyond any doubt contributes, it's the space to never, ever justify REMOVING content.
Either way, if BD's voice work is that good (once the brain does its thing) I wouldn't mind it too much. But yeah, facing likely fact - it won't be.
