Believe it or not, all three characters are Mexican. Angel is a very stereotypical Japanese character, but she is indeed supposed to be from Mexico. Her skin used to be slightly darker too.

A character's skin color doesn't have to be darker to be Mexican being that Mexican ancenstry is a mix of Native American Indians and Europeans.
Angel is probably more of a stereotypical Japanese Kawaii girl character because Japan is the primary market however.
