I lean greatly towards #1. Hence the various equipment mechanics in Metro were one of the main reasons I got as far as I did until I got fed up, as the game was quite broken game.
It looks disappointing in the gameplay aspect, the lack of hit reactions and no punchy gun sounds makes it not much of a change than Bioshock 1 that also had those silly health bars over enemies. And the UI looks...embarrassing.

At least Last Light looks great. Although I don't normally dig linear games, the atmosphere here can't be ignored. It is the only thing that can really get me into a linear scripted game. Let's hope it lives up to the hype.
Some many pc gamers raved about it, I gave it 5/10.
Wasn't a very good horror game, and wasn't a very good fps.
Does not look like they have improved it much either.
