Similarly, Ubisoft doesn't optimise most of their games on PC, because they believe if PC gamers want to play their games on PC and don't meet the game's minimum system requirements, they can always buy new hardware in order to do so. That's Ubisoft's philosophy when it comes to optimising PC games.
So like Ubisoft, maybe Konami is happy with the results and don't want to devote more resources to improve the version of a game on a single platform to a limited customer base.
To my knowledge, outside of the Metal Gear franchise, Konami's games aren't very demanding technically-wise. Meaning they don't spend too much time pushing the hardware to its full potential, or even most of it. I believe this is Konami's philosophy on this matter.
So if with the same amount of effort, they made PES 2015 run at 1080p@60fps on PS4 and 720p@60fps on XBO, they won't care about it. That's the only logical explanation that comes to me.
PS. I know to not double-post, but didn't feel a simple edit to my other comment would suffice. If I'm wrong, please tell me and I won't do it again. And sorry for going off-topic.

As regards PES2015 being 720p on the XB1, this is all down to laziness from Konami, don't really know who they think this will hurt more and who cares about PES nowadays, FIFA 2015 is a better game plus its 1080p60FPS on the XB1 and PS4.

Regardless, the irony, and contradiction is, that I'd take a shoddy PES15 port over Fifa 15 this year because it simply plays a more realistic game of football. However, it being 720 on a supposedly current gen system, whilst the other is the full shebang isn't acceptable, or excusable, regardless of who's to blame for it. It just shouldn't be happening at all. If I were an X1 owner waiting on PES, the only real good PES in a very long time, I'd be fucking pissed.
