Game settings set to Ultra, I just disabled the motion blur.
I don't remember if DOF can, I'll check.
Is your GPU running at the right speed ? It can be throttled down after a driver crash, restart if you're not sure.

I am using vsync, so max fps is 60. As you can see, at 1080p low settings my gpu usage is 65% on a overclocked 980Ti (boost clock 1450 as seen on OSD).
On ultra, GPU usage is 99% (GPU clock 1437) and framerate drops below 60.
Could you check this scene on your rig? I am using windows 7 and 364.72 drivers
I use a 144Hz screen, that's why I get over 60 FPS, and of course, the game is set to Ultra.
You are using Windows 7, you might consider updrading to 10 as since Windows 8 there's some nice improvements in DX11 games, but the difference is still huge, try doing a driver cleanup with DDU.
Like Miguel said, it might have something to do with Windows 7. Even Windows 8.1 is a little better than Windows 7 for gaming, as it does consume less resources and has some benefits.
But since the difference shouldn't be this big, you guys might want to consider this tip from an user in the Mirror's Edge: Catalyst official forums:

Also, in the same post there is a response from a DICE developer who said DICE will keep working on performance problems. I expect most of these issues will be fixed by the time the game is released.
