For anyone looking for a real city builder check out the Anno series!
I haven't play this game, but reading more about it it seems that the CPU intensive simulation stuff restricted how big they could, realistically allow players to build a city & probably led them to this particular design.
Of course that doesn't make it any less ridiculous that a player can't just play the game offline.
