What i'm saying is that the photo texture on is shorts, vest and hat look rather jarring with the would-be ink shading effect and the cell shading. I just think it'd look a lot better if they had hand painted the stuff instead, making it look more like something in the vein of Borderlands or Valkyria Chronicles (shitty art aside that is, because One Piece can never be made to look good as the art is just fucking awful from the get go).

The idea is that you gotta fight scrubs before you meet the major characters to give you hours and hours of gameplay instead of just a half hour game...
The other way to think about it is that the Dynasty Warriors type gameplay (really it more like originated via SEGA's Spike arcade series) is that this is a 2d side scroller but in 3d polygon game and given the human programming limitations as well as funding and current hardware limitations as well you have to sacrifice multiplayer coop for single player... eventually these game programmers will get better and hardware will be more powerfull but currently there is no guarantee of break even sales (unlike CoD series...) so we will eventually start seeing these 3rd person beat-em ups incorporate coop in the future that does not degenerate into deathmatch multiplayer.
Also I happen to have purchased Ken's Rage aka Hokuto No Ken... and I have seen the old anime, the film and the OVAs as well as played previous incarnations of games based on that anime... the game has its limitations but its still great as long as you understand how the anime was and as I already mentioned elsewhere...
these Dynasty Warrior type 3rd person beat-em ups are no different than Star Wars The Force Unleashed series... at least they don't abuse the canon by having some overpowered dink emo (who demonstrates more power than established canon characters as your main character) but you still have to go on a murder spree of endless waves of clone troopers in those games...
Also it depends how you watch anime, alot of anime fans eventually just go and watch the subtitled stuff because of the editing, censoring (due to cultural and sometimes unfair reasons while other animated shows on CN have worse offensive content) so if you never watched One Piece it will not mean much to you as a videogame... just like if you never watched Star Wars and then you played The Force Unleashed and pointed out all the problems ....
