The franchise has never been massive really.

They seem too be making the game more casual. Removing the cutscenes and storylines for Psychos making them more generic and renaming them Maniacs.
The studio director has mostly worked on shitty Kinect games before coming to Capcom Vancouver. The executive producer has worked at 343 on Halo 4 and at EA Sports with Fifa games. These two along with with the art director has zero experience in previous Dead Rising games.
The throw around buzzword "Frank is back" a lot when he is clearly totally different from the first game.
There's probably other reasons too.
