First of all, it's a license. But more importantly than that, with the exception of The Darkness II, Digital Extremes has not made a good game since making UT2004, just before they split from working for Epic Games. The following year, Epic went on to make Gears of War, and Digital Extremes went on to make Pariah . . . one company went consistently up in quality, and the other went down. And literally until The Darkness II came out in February of this year, Digital Extremes had not made a single game actually worth getting excited about beyond the concept of the game.
Now if Digital Extreme can manage to carry over all of the quality they poured into The Darkness II into Star Trek, then this game could be awesome - not Mass Effect awesome, but hopefully somewhere in the neighborhood. I'll keep my fingers crossed, as I want this game to be more awesome than awesome, but considering the company's track record, I'm not holding my breath.
