Well yes, everything uses bullets in BB. Spells, guns, the cannon and now the bow. If you have played the game, why would this surprise you?
The bow seemed to do pretty good damage in sword form. I hardly think the main purpose of the bow is to be a ranged alternative to melee combat. Hopefully they learned their lesson with the arcane rifle-spear massacre :P
