The way I see it is if it isn't one it would be the other. Without all the character development you would likely hear things such as all these characters and you barely get a chance to experience what they are like and so it feels like you never get a good feel for them. I think this route is a lot safer and smarter than risking revealing all these more complex aspects of the world or story without properly giving insight into the characters through interaction.
I feel final fantasy XII had pretty bad character development especially for the main character.

Interesting note that despite having the lowest hardware sales, the 360 has the highest software attachment ratio per console sold in Japan. Definitely good news for Microsoft KK.
