The game looks much better in motion, I bet. If you take GRAW images then take footage, which do you think will look better. Even in these screens the game look beautiful!

But since you pointed that picture out, I don't think that's in Mexico City. It must be a city in the US. Everything is in English and there's a sign for the freeway 10.
EDIT: MAY be a city close to the border. You can see a sign in this shot.
This game looks great in motion and in these carefully posed screen shots.. my only gripe is with the UI overlays which I understand is part of the core game play... it's just a shame to have to crowd so much of the screen real-estate with shoddy 'futuristic' overlays.

Anyway, these screens look good and all, but the videos that have been posted blows them aways. it already looks about 3x better than GRAW1, and GRAW1 was a beautiful game.
At least they're not coming out and saying all the crappy textures are just "placeholders" like they did until GRAW released, and low and behold, the same crappy textures were in there. That desert shot with the wall is just fugly texture-wise
