Rockstar Games has shared on its official site brand new PC screenshots of Grand Theft Auto V and announced a trailer will be coming in the weeks ahead.

Unless it's a terrible port, this will be the best version of the game. And there's very little aliasing in these images.
Improved performance is what the other platforms "won't have." And just because a separate team is making the port, it doesn't mean that it's not a port. The idea that they'd have entirely new assets is just silly.
The game is a port of a cross-gen multiplatform console game from 2013, you can't expect it to look like Crysis 3, Ryse or The Order 1886.
Plus, if low resolution textures bother you that much, just wait for the PC community to release a high resolution textures pack to buy it.
I mean.. a lot of PC games improve image quality over their console counterparts using exactly the same textures. It's perfectly possible. If you simply focus on the close-up details instead of looking at the whole picture, sure, the textures look rough. And sure, I'd love better textures too.
Also: super sampling!
My only explanation aside from performance is that those part a viewed close up in fps mode.

Please, take your pick from which pipe dreams of high resolution textures packs on this list based on game, version or category.
Don't "ever" underestimate the PC modding community, specially the Grand Theft Auto and Bethesda games' communities, they have made miracles over the years and no other modding communities are more passionate than they.
There are even mods for the X360 and PS3 versions of Grand Theft Auto V - including textures, animations, car handling and etc. Not posting a link because the one I found with a comprehensive list is in a Pirate forum, but you can Google it if you don't believe.
Also of note is an offline split-screen mod that a NeoGaf user made for the PC version of Resident Evil: Revelations 2 in less than 12 hours:

So... can you imagine what the whole Grand Theft Auto modding community will create in a few weeks, months or in a year from the release date of Grand Theft Auto V on PC?

There are literally thousands of terrible texture packs. Retexturing an entire game is a lot of work.
Moreover, Rockstar won't release an SDK for this game. GTA4 mods are "hacks" and most of them aren't really that functional. Unofficial texture packs mostly suck. Assume nothing.

I looked for some screenshots of the "ultimate texture pack." It's not impressive. I love mods, but it's very rare to see a complete texture pack that's.. well.. good. Not a single surface, object, or scene--a whole game. And why would we talk about hypotheticals anyway? That's the problem here. It's stupid to assume that you're going to get better textures from the community.
Your experience with large texture packs may fill you with confidence, but that has not been my experience at all.. including games with much better mod support. Let's not forget that Rockstar is essentially anti-mod. Some GTA4 mods are pretty impressive though.. especially in the absence of official tools.
And ENB is doing all the heavy lifting in those pretty screenshots.. and no ENB for DX11/GTA5!
And ENB is a thing that produces awesome screenshots. Has anyone actually played GTA4 with ENB? :P
