In your dreams... she was never a she-male, thats some US Capcom employee who changed the description of the character like many others back in the day as it was never the case in Japan but since its been so many years and the mental damage is done there is no point for Capcom Japan to correct a lie.

Basically it was not just in Capcom USA where non-creative staff in the 90s were taking liberties with IP that they were never close to creating but were instead in charge of doing localizing/translating and certain people took liberties to make excuses based on false fear like somehow its safer to have little kid (Teen Rated game) beat up a "Transvestite" instead of a female gang member where the videogame and its story is mostly inspired by the USA movie "The Warriors" or changing Robert Garcia's nationality from Mexican to Italian in SNK games.
