PC owners had the chance to play Redout for a year now, but players on PS4 and Xbox One will have waited a while before they can lay their hands on this game inspired by Wipeout. Here are some Xbox One gameplay videos.

In the video you linked the PS4 video is mostly around 40 fps (except for the first few seconds of the race), very rarely reaching 60fps (left diagram, green line). The Pro with its mostly locked 60fps is just so much smoother.
I think a locked 30fps framerate on the PS4 would have been better.

I dunno. I think I'd rather have it as it is. Even a 45-50 framerate makes for a more responsive experience than a locked 30. Granted those fluctuations to 40 or 60 could be felt.. but they seem rare. Its all very track specific either way. Games like this shouldn't be 30fps. Wipeout on Vita just didn't feel right. I'd have happily taken. 45-50fps version of that.
