I think it's because these are launchgames which are not really optimized as the developers are still learning the Xbox 360 hardware, or it's just that the Xbox 360 isn't as powerfull as some might think/believe.. Probably a combination of both, but hopefully more of the first then the last for all of us Xbox 360 owners..

I just received a new x360 today, and I still have the framedrops.
I also tried another copy of COD2, and still the same framedrops.
You mentioned you ran in 480p at 60hz...
So I assume you can choose between 50 hz and 60 hz..(I cannot anyway, I've got the Joytech component cable)
Try it in 720p at 50hz...
Please let me know how it does...

i just registered my TV online and i got a phonecall of samsung, and they are sending me a CD and Cable to update the firmware, so i will tell you if it's any better.
I've tried it on:
a CRT monitor, a TFT monitor and 2 HDTV's, and they all give the same problems...

Now I have the Official LCD HDTV (Samsung LN-R268W) so obviously I play in Progressive and at 720p.
I think it relates to that issue of whether or not the human eye can see beyond 60fps.. There are plenty of people who say they can't see any difference at higher refresh rates/higher fps, while people like myself (and probally you) do notice it, and do find a massive difference..
I just think it's our eyes. It's not like we have supereyes lmao, we just notice changes in framerate and smoothness more and more.. Considering many games wil have some slowdown, this actually means our eyes suck :P lol.

As I walk in the smoke you can see a sort of slowmotion effect, this is also related to the framedrops, the vid itself is fine.....
Also, when I'm spinning around I'm spinning continiously, so any break in the movement is the cause of the framedrops.....

Weird my game doesn't have that ANYwhere in the game..
Either way you have to put it down to the game not getting enough optimization for 720p.
I don't think a few frames here and there is going to spoil the game for anyone except the most picky of gamers (normally the PC gaming crowd)
One thing i will say is that sending 3-4 360's back to Microsoft is just wasting their time !! (especially when there doesn't seem to be any real issue with the hardware)

It would explain why people are getting different results.
I play CoD2 on my PC in DX7 in MP (I do run DX9 in SP however), and I have an almost constant 90fps when playing MP games.. But when I run into smoke the fps can drop to under 30 sometimes.. On the Xbox 360 it's probably the same and that's why you see it in Jato's video aswell.. I think it's normal, smoke kills framerate..

Perhaps I was a bit blunt on some points, but I felt that anything I stated was justified.
Now after seeing the new footage I have become a lot more possitive about this game and am actually looking forward to it allot!
I admit, I can be a bit snappy when I'm dissapointed in a certain game/console or anything for that matter, so I'll try my best not do so in my next posts.....
And telling people to disregard my posts because I'm not 100% pro 360 is pretty pathetic IMO.
As for why I send my 360 back -TWICE-.......
I Got the impression it was indeed a hardware related problem because I was the only one experiencing these problems, and after ruling out a heating problem, a dvd issue and tv/cable's issue's I think it was rather justified....
I mean, just look at the vid and see for yourself.....
